What is it, why do I need it?
Farm 911: The Emily Project began as a result of a tragic farm accident that took the life of Emily Trudeau in Northumberland County in 2014. Unfortunately, first responders attending the call were delayed in reaching the scene due to difficulties identifying where the incident occurred on the farm’s property.
As a result, Farm 911: The Emily Project took root and blossomed into a province-wide campaign led by the Ontario Federation of Agriculture and several local county federations in East-Central Ontario.
The mission of Farm 911 is to improve emergency service response times in rural communities by ensuring landowners can request a civic address from their municipality for entrances to their vacant farm fields.
Farm landowners that purchase a sign or signs for their field entrances that are not nearby their main farm property, or are on vacant and non-building lots will have a civic address that they can refer to when calling first responders.

Municipal Farm 911 Field Entrance Sign Application
All applications must include a site sketch clearly showing the location of the field entrance and the nearest cross roads along with existing neighbouring numbers.
Print, sign and submit the form and required sketch to the Building & Septic Division via email to Building & Septic Division or drop it off at any Municipal Service Centre. Completed applications and sketches can also be mailed to:

Please note: The Municipal Farm 911 Field Entrance Signs are to assist in emergency situations and ease of wayfinding only. An approved application does not imply that use of the property may proceed without additional permits or approvals as required by the City of Kawartha Lakes and further does not constitute an approval of an entrance unless so directed by the City of Kawartha Lakes. It is the responsibility of the land owner to ensure signage is placed, remains visible and is maintained according to the signage criteria provided by the City of Kawartha Lakes. If the sign is knocked down or damaged it is the responsibility of the land owner to purchase a replacement sign using the above process.

- The 2024 cost of the sign plate is $21 for the owner to install or $143 if the municipality's contractor installs the sign for you.
Can I apply for a green vacant lot sign instead of a yellow sign?
- No, vacant lots applying for a 911 sign will receive a yellow Farm 911 sign for easy identification by emergency services. This is so first responders are aware the incident they are called to is not tied to a home or farm building.
What if I want to build on the vacant lot in the future?
- Should development occur, the property owner is required to submit an application and fee for a new green 911 sign/civic address.
Does the Farm 911 sign count as the property address?
- No, Farm 911 signs are to assist in emergency situations and ease of wayfinding. Farm 911 signs do not constitute a civic address for mail delivery purposes.
