Financial Statements

The Municipal Elections Act requires all candidates financial statements from all Municipal Elections to be made available to the public once they are submitted to the Office of the City Clerk. 2018 Municipal Election Financial Statements are posted shortly after being received and reviewed by the City Clerk's Office. If you require these in an accessible format, please contact the Office of the City Clerk. 

The last date for candidates to file financial statements to the City Clerk's Office without penalty was March 29, 2019 at 2pm.

Candidates who miss the filing deadline can submit their statement up to 30 days later, provided that they pay a $500 late filing fee.The grace period for the initial financial statement filing ends at 2 p.m. on April 29, 2019.

The penalties set out in the Municipal Elections Act for candidates in default do not take effect if, no later than 2pm on the day that is 30 days after the Financial Statement filing due date, the candidate files their Financial Statement and pays the clerk a late filing fee of $500.00. The late filing fee is the property of the municipality.

Compliance Audits

An elector who is entitled to vote in the Kawartha Lakes Municipal election who believes on reasonable grounds that a candidate or a Registered Third Party has contravened the Municipal Elections Act relating to election campaign finances may apply for a compliance audit of the Candidate’s or Registered Third Party’s election campaign finances. An application for a compliance audit may even be received by the City Clerk's Office if the Candidate or Registered Third Party has not filed a financial statement.

An application for a compliance audit must be received by the City Clerk's Office within 90 days after the latest of the following dates:

  • the filing date, which is the last Friday in March following the election;
  • the date the Candidate or Registered Third Party filed a financial statement, if the statement was filed within 30 days after the filing date, which is the last Friday in March following the election;
  • the Candidate’s or Registered Third Party’s supplementary filing date, if any, which is the last Friday in September in the year following the election;
  • the date on which the Candidate’s or Registered Third Party’s extension approved by the court, if any, expires.
