Backwater Valve Subsidy Program for residential properties

Kawartha Lakes – At the December 15 meeting, a decision was made to approve a Backwater Valve (BWV) Subsidy Program, a program that allows eligible property owners to apply for a 50% cost recovery specific to the purchase and installation of a BWV.

As a proactive measure to reduce the risk of a sewer or drainage backup, property owners may opt to install a BWV on their sanitary sewer lines. The BWV can help prevent basements from flooding caused by surcharged sewers during an extreme weather event such as heavy rainfall. 

The program covers 50% of the invoiced cost of the purchase and installation of a BWV. It does not cover work such as interior demolition or restoration (paint, drywall, flooring) and exterior works (landscaping for example). In order to meet program requirements, installations must be done by a licensed plumber and a building permit must be obtained prior to work being done. The program is only available to existing residential homes.  The program is not available to any Institutional, Commercial and Industrial (ICI) properties.  Eligible properties must be within municipal boundaries and only applies to first time installations, not for replacement devices.

There is currently a By-Law in place that mandates the installation of an approved BWV on a sanitary lateral for all new buildings.

The program will be funded through the municipality’s Sewer Infrastructure Reserve and will be available for residents to apply for beginning in 2021.
