Kawartha Lakes – During the Regular Council meeting held September 24, Council approved an updated Noise By-Law, with new processes and administrative measures for better noise regulation and customer service. The new Noise By-Law considers feedback from over 1,000 respondents to the Noise Survey conducted earlier this year.
In January 2005, Council passed a by-law to regulate noise and help citizens further enjoy their property and community. Since 2005 the by-law had been amended a number of times, but through public consultation it became clear a refresh was required to address current issues and serve the needs of residents today.
While the majority of the terms in the Noise By-Law remain unchanged, its processes have been updated to reflect requests from the public, Council and municipal staff. Key amendments to the by-law include:
- Exemption requests will now be reviewed and approved by Municipal Law Enforcement, rather than Council, for faster turnaround times (excluding multi-day requests, which will still be directed to Council).
- For greater convenience, residents will soon be able to apply for exemptions online.
- Voices, instruments and other amplified sounds have received a two-hour extension. Previously restricted between 9pm and 11am every day of the week, they will now be restricted between 11pm and 11am.
“Thank you to everyone that participated in our Noise Survey,” said Aaron Sloan, Manager of Municipal Law Enforcement and Licensing. “We’ve listened and streamlined our noise regulation processes so they’re more flexible and work better for you.”
