Peterborough County logoKawartha Lakes – Peterborough County currently provides the City of Kawartha Lakes (CKL) with Chief of Paramedics services as part of a formal agreement that commenced in late 2020. This partnership was the first step in reviewing how the Services could modernize and work together. Since 2020, under Chief Randy Mellow’s leadership, achievements include:

  • Exemplary response throughout the pandemic, ensuring that both Services met the challenges of COVID-19 testing and vaccination in public settings and supporting vulnerable populations
  • Funding and program expansion of community based Paramedic programs in Kawartha Lakes and Peterborough County-City, enabling seniors to live at home safely while awaiting long-term care and minimizing doctor and hospital visits
  • Modernization of both Paramedics Services that resulted in efficiencies across a wide range of operational areas including purchasing, human resources, asset management, communications and technologyRandy Mellow, Chief, Peterborough County-City Paramedics and CKL Paramedics.

The County of Peterborough has recently completed a comprehensive organizational and service delivery review and Chief Mellow’s position will be transitioning to take on more corporate and shared service responsibilities at Peterborough County as the Sr. Director of Emergency/Shared Services, Chief of Paramedics, Deputy CAO.

The agreement between CKL and Peterborough County will transition into the next phase of the planned partnership, being a collaboration agreement. This transition is the natural next step in the opportunities that were identified at the beginning of the partnership between the Services and will explore further efficiencies in procurement and resourcing. With this transition, CKL will be recruiting for a new Chief of Paramedics.

“Kawartha Lakes and Peterborough County-City Paramedic Services have enjoyed a long history of collaboration that has positioned our teams well to transition to the next phase of our partnership to examine and establish strategies of efficiency and modernization to meet the evolving role of paramedicine in Ontario,” said Peterborough County Warden J. Murray Jones.

Mayor Letham, City of Kawartha Lakes commented, “This partnership would not have been possible without the dedication, professionalism and leadership of Chief Mellow. His work alongside staff is a prime example of thinking outside the box to achieve better outcomes for residents. This is an example of how working together can make a difference in addressing the many challenges facing our communities and the health care system - the pandemic, escalating offload times at hospitals and the opioid crisis to name a few.”

“I’m very pleased to have had the opportunity to serve in a coordinating role with two incredibly talented Paramedic Service Leadership Teams under the direction of visionary municipal leadership. I look forward to the opportunities to find further synergies and efficiencies in this continued partnership,” commented Randy Mellow, Chief, Peterborough County-City Paramedics and CKL Paramedics.
