Kawartha Lakes – The following are highlights of the July 28, 2020 Regular Council meeting.

Four month pandemic updatestay prepared, stay informed

CAO Ron Taylor provided an update on the City’s response to the COVID-19 pandemic, as well as a review of service levels and finances to date. Taylor noted the municipality has been operating under a State of Emergency (SoE) for four months and recently lifted the SoE on July 24. This decision was in line with the lapse of Ontario’s SoE.

Council supports plans for new Continuum-of-Care Facility and subdivision

Ian Walker, Planner – Large Developments, presented an amendment to the Lindsay Official Plan and Zoning By-Law, which would allow for a new "Continuum-of-Care Facility" retirement residence, and an agreement for a subdivision plan. Council approved both recommendations, as they align with the City's focus on improving the growth and quality of life in the community.

Construction and Demolition Recycling Program extended to December 2021cloud in the shape of a recycle symbol

Construction and demolition materials, such as wood, shingles, concrete and drywall (gypsum) are extremely bulky and often can be difficult to dispose of. A Construction and Demolition Recycling Pilot Program is being held at the Lindsay Ops Landfill to monitor the impact of diverting these materials from the tipping face. Due to the pandemic, the start of the program was delayed until June 2020, but in just two short weeks, over 15 tonnes of material was already diverted from the site.

Full electronic participation approved for post-State of Emergency

Recent legislation Bill 197, COVID-19 Economic Recovery Act, 2020 amends the Municipal Act, to provide for full Electronic Participation post State of Emergency. Council approved an amendment to the Procedural By-law to permit full electronic participation for Council, Local Boards, Committees, Other Advisory Committees and Task Forces effective July 28, 2020. With this amendment, members can participate electronically in an open or closed session where permitted, counted as part of quorum and vote.
