Notice of Public Meeting

 Take notice that the Planning Advisory Committee of the City of Kawartha Lakes will hold a Public Meeting on January 14, 2026 at 1:00 pm in Council Chambers at City Hall, 26 Francis Street, Lindsay, Ontario to consider the following: Official Plan and Zoning By-law Amendment Applications: D06-2025-016; D06-2025-018; D06-2025-019; and D01-2025-003, D06-2025-020  The applications are considered to be complete in keeping with the prescribed regulations under the Planning Act, and are outlined below.

D06-2025-016 – 2 King Street, Plan 15P, Lot 1 & Pt Lots 2 & 3, E of Lindsay St, N of King St; Former Township of Lindsay, City of Kawartha Lakes Application for a Zoning By-law Amendment has been submitted by TD Consulting Inc. for the Subject Lands. The Subject Lands are approximately 1915.26 m2 and currently operating as a mixed-use building with commercial at grade and residential units above. The purpose and effect of the application is to rezone the Subject Lands in the Lindsay Zoning By-Law 2000-75 from the ‘Central Commercial (CC)’ zone to the ‘Central Commercial Exception (CC-X)’ zone to permit ground floor residential units which are currently prohibited in the existing zone.

D06-2025-018 – 27 Little Britain Road, Part Lot 1, Concession 4 South; Former Geographic Township of Mariposa, City of Kawartha Lakes Application for a Zoning By-law Amendment has been submitted by TD Consulting Inc. for the Subject Lands, which are approximately 40.42 hectares (99.89 acres) and is currently operating as a golf course with an associated clubhouse and driving range. The purpose and effect of the application is to amend the ‘Tourist Commercial Exception One (C3-1)’ zone in the Township of Mariposa By-law 94-07 to permit the proposed single detached dwelling and recognize the reduced lot frontage.

D06-2025-019 – 77 Driftwood Shores Road, Range NPR, Pt Lot 22, Plan 317; Lot 7 & Pt Lot 6, RP 57R8311; Parts 1-3; Former Township of Eldon, City of Kawartha Lakes Application for a Zoning By-law Amendment has been submitted by Kent Smythe for the Subject Lands. The purpose and effect of this application is to amend the Eldon Zoning By-law 94-14 to rezone a portion of the Subject Lands from the ‘Environmental Protection (EP)’ zone to the ‘Rural Residential Type Three (RR3’ zone to recognize the existing boathouse as an accessory structure.

D01-2025-003 D06-2025-020 Centennial Park Road, Part of Lots 22 and 23, North of Portage Road and Part of Lots 31 and 32, Concession 4, former Township of Eldon, City of Kawartha Lakes Application for an Official Plan Amendment, and Zoning By-law Amendment has been submitted by TD Consulting Inc. for the Subject Lands. The purpose and effect of these applications will facilitate the conversion of 41-units from seasonal-use to permanent year-round use. The Official Plan Amendment proposes to amend the City of Kawartha Lakes Official Plan to create a special policy area to permit communal servicing for the 41 units. The Zoning By-law Amendment proposes to amend the Township of Eldon Zoning By-law 94-14 to rezone a portion of the lands from the ‘Tourist Commercial Exception One, Two, and Three (C3-1, C3-2, and C3-3)’ zone to the ‘Rural Residential Type Three Exception (RR3-X)’ zone to permit the year-round, permanent habitation of the residential units. The remaining portion of the Subject Lands are zoned ‘Agricultural (A1)’ zone, ‘Environmental Protection (EP)’ zone, and ‘Environmental Protection Exception Two (Ep-2)’ zone – these will remain unchanged.

Comments received by 4:00 p.m. on January 13, 2025 will be provided to Members of the Planning Advisory Committee prior to the meeting.

Any Person May Participate at the Public Meeting and/or make written or verbal representation either in support of or in opposition to the proposed Amendments. At the public meeting presentations that would take longer than five minutes should be presented in written form and summarized verbally. All submissions received prior to or at the Public Meeting will be considered.

If a person or public body does not make oral submissions at the public meeting or make written submissions to the City of Kawartha Lakes before the proposed Amendments are passed, the person or public body is not entitled to appeal the decision of the Council of the City of Kawartha Lakes to the Ontario Land Tribunal, and may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
