Manage your bills online

Follow these steps to create a Payreq account:

  1. Click here to go to Payreq's login portal.
  2. Click "Add New Biller" and register for Kawartha Lakes - Utility or Kawartha Lakes - Property Tax.
  3. Select "to register for Payreq".
  4. Refer to your Kawartha Lakes utility bill to enter the required information.
  5. Make sure your mailing address is correct and up to date.

Payment Options

All payments must be received on or before the due date. Late payments will be subject to penalty charges. We do not accept the postmark as proof of the date of receipt.

To make paying your property tax bill as convenient as possible we provide a variety of payment options including:

  • Online banking or telephone banking
  • Pre-authorized Debit (PAD)
  • By mail to P.O. Box 9000, 26 Francis Street
    Lindsay, ON, K9V 5R8
    • (post-dated cheques are not accepted)
  • At most financial institutions
    • (you must pay before the due date to use this option)
  • Drop box or in person at any Municipal Service Centres
    • (credit cards are not accepted)
  • Online by credit card
    • (a 2.75% charge applies)
  • Over the phone by credit card at 1-866-961-2313
    • (a 2.75% charge applies)

Online Banking

You can pay electronically through your online banking institution:

  1. Add a payee: “Kawartha Lakes Taxes” found in your bill payments feature.

  2. Enter your account information:

    • Property Tax: 19-digit roll number (example: 1651xxxxxxxxxxxxxxx)

Pre-authorized Debit (PAD) Plans

We offer three plan options
  • 10-month plan
  • 12-month plan
  • Installment Due Date Plan
Monthly plan applications

We are currently accepting monthly PAD applications for the 2027 Interim Tax Bill.

Applications will be held and set up in January 2027. Your property taxes must be paid in full before the plan can begin. This includes the installments due June 30, 2026 and September 29, 2026.

Installment plan applications

We are currently accepting Installment Due Date Plan applications for the September 29, 2026 installment.

To enroll:

  • The June 30, 2026 installment must be paid in full.
  • We must receive your completed application on or before Friday, September 18, 2026.
Important details
  • To enroll, you must complete a Pre-authorized Debit Agreement Application Form.
  • PAD plans are not transferable between properties. If you sell your property and purchase another property in Kawartha Lakes, you must submit a new application.
  • Your property taxes must be paid in full before the plan start date.
  • This is not an equal billing plan. Payment amounts are calculated for the Interim Tax Bill and recalculated for the Final Tax Bill.
  • Your tax bill will show your payment amounts and withdrawal schedule.
Monthly plan enrollment cut-off dates
  • Applications received from June 1 to December 31, 2026 will be set up for the 2027 Interim Tax Bill.
  • Applications received from January 1 to May 31, 2027 will be set up for the 2027 Final Tax Bill.
Monthly withdrawal dates and amounts
10-month plan
  • Withdrawals are made on the 1st of each month.
  • Monthly payment amounts from February 1 to June 1 are calculated using the amount owing on the Interim Tax Bill.
  • Monthly payment amounts from July 1 to November 1 are calculated using the amount owing on the Final Tax Bill.
  • On November 1, any remaining balance will be withdrawn to bring the account to zero.
12-month plan
  • Withdrawals are made on the 15th of each month.
  • Monthly payment amounts from January 15 to June 15 are calculated using the amount owing on the Interim Tax Bill.
  • Monthly payment amounts from July 15 to December 15 are calculated using the amount owing on the Final Tax Bill.
  • On December 15, any remaining balance will be withdrawn to bring the account to zero.

Bank or Mortgage Company Payments

If your bank or mortgage company is responsible for paying your taxes and it is not noted on the front of your bill, please forward the bill to them immediately. Your bank or mortgage company must notify us in writing if they will be paying taxes on your behalf or if they are going to stop paying taxes on your behalf.

Receipts

If you need a receipt please return your entire bill without detaching the payment stubs and include a stamped, self-addressed envelope. You can also e-mail, fax or bring your bill to our office or any Municipal Service Centre and we will stamp it for you at no cost.

If you have sold your property we are unable to provide a copy of the bill or a receipt in your name. You can find out how much you paid in taxes by reviewing the statement of adjustments prepared by your lawyer at the time of closing.

Late Payment Charges

  •   Penalty 1.25% per month (current year arrears)
  •   Interest 1.25% per month (prior year arrears)
  •   Additions to tax roll 5% of amount being added ( $50 minimum)

To avoid penalty and interest charges, ensure payments are received on or before the due date. Penalty/interest is added the first day of each month on any outstanding tax amount. If you have made payment to a wrong account by mistake, please let us know as soon as possible to arrange a payment transfer. We will complete first time transfers at no cost, subsequent transfers will have a cost of $40.00 per transaction.

Failure to Pay

If you do not pay your installments by the due date your account may be issued to the Bailiff for collection. This could result in extra fees. Once the account has been issued to the Bailiff, you will need to deal directly with them regarding payment, arrangements or balances. If a payment is made in person at our office we will notify the bailiff so they can adjust their records accordingly.
