City of Kawartha Lakes Healthy Environment Plan

Council adopted the Healthy Environment Plan (HEP) in 2018. The HEP is a City-led, community-focused initiative that addresses climate change mitigation and adaptation. Mitigation efforts identified in the HEP focus on the reduction of greenhouse gas emissions in line with federal targets for 2031.  Adaptation efforts focus on preparing for the anticipated impacts of climate change such as warmer temperatures and more intense precipitation patterns.

The plan was constructed using the People for Climate Protection Five Milestone Methodology with funding from the Federation of Canadian Municipalities. Mitigating and adapting to climate change requires support from individuals, businesses, institutions and various levels of government and as such community involvement was vital to the development of the HEP. We all have a role to play in ensuring the resiliency and prosperity of our community. In the fall of 2021 Council welcomed representatives from the Federation of Canadian Municipalities and Kawartha Lakes was awarded milestones one through three recognizing both the community and corporate emissions plans.

Integrated Community Sustainability Plan

In 2014, the City approved the Integrated Community Sustainability Plan (ICSP), the first environmental action plan for the municipality. The goal of the plan was to increase sustainability within the community for both the present and future. The plan was to serve as a roadmap for both residents and the municipal government to implement goals and actions to make the City a better place to live. The ICSP integrated economic, environmental, social, and cultural dimensions across various municipal and community sectors. The guiding vision was "A Community Pursuing Prosperity, Quality of Life, and a Healthy Environment". This guiding vision is reflected in the various plans and strategies which have come after the ICSP, including the Healthy Environment Plan of 2019, the Strategic Plan (2024-2027), and the Climate Change Strategy which is currently being written.
