Road Responsibility and Unassumed Roads

Boundary Roads

Kawartha Lakes shares some roads with neighbouring municipalities. Some sections of these boundary roads are unassumed.

Responsibility for each section of a boundary road is determined by an agreement with the neighbouring municipality. If you live on a boundary road, make sure you know which municipality is responsible for your section.

If you are unsure who is responsible for a section of boundary road, contact your nearest Municipal Service Centre.

Provincial Highways

Four provincial highways have sections within Kawartha Lakes:

• Highway 35
• Highway 115
• Highway 7A
• Highway 7

Provincial highways and their intersections with municipal roads are the responsibility of the Ministry of Transportation of Ontario. The Ministry typically contracts private companies to maintain these highways.

All provincial highways within Kawartha Lakes are currently maintained by Webber Infrastructure.

Unassumed Roads

Some publicly accessible road allowances owned by the City are signed as "unassumed" or "unimproved." These roads do not meet the City's minimum standards for assumption and the municipality absolves itself of liability in connection to these roads.

The City may assume a previously unassumed or private road in the future if it meets the minimum standards outlined in the Assumption of Private and Unassumed Roads Policy CP2017-010.

Seasonal Service on Unassumed Roads

Property owners can apply for seasonal road service on an unassumed road. The road must meet the minimum standards outlined in the Seasonal Level of Service Policy before you apply.

Please note:

• Applications are accepted for unassumed roads only. Applications for private roads are no longer accepted.
• The road must meet the minimum standards before an application is submitted.
• A Letter of Consent must be included with the application and name a Designated Representative as the main contact.
• City staff will inspect the road before making a decision.
• If an application is declined, City staff will explain why and may provide an opportunity to address the issues before a second inspection.
• Approved roads receive seasonal service as outlined in the policy, when time and resources permit.
