City of Kawartha Lakes Planning Advisory Committee Notice of Public Meeting

Take notice that the Planning Advisory Committee of the City of Kawartha Lakes will hold a Public Meeting on December 3, 2025 at 1:00 pm in Council Chambers at City Hall, 26 Francis Street, Lindsay, Ontario to consider the following: Official Plan and Zoning By-law Amendment Applications: D01-2025-001, D06-2025-002, D04-2025-001; and, D06-2025-015. The applications are considered to be complete in keeping with the prescribed regulations under the Planning Act, and are outlined below.

D01-2025-001, D06-2025-002, D04-2025-001 – Baseline Road, Part Lot 52 Concession on Front Range Parts 1-5, 57R6496; S/T R341642; S/T Beneficiaries Interest in R297581; Former Township of Somerville, City of Kawartha Lakes Application for an Official Plan Amendment, and Zoning By-law Amendment with a Common Element Condominium Application has been submitted by Craig Moore for the subject lands. The purpose and effect of these applications will facilitate the creation of 3 new residential waterfront lots with a private right of way created through a Common Element Condominium Application, subject to conditional consent approval under Files D03-2024-055 to 058. The Official Plan Amendment is to create a special policy area to recognize the proposed waterfront lots as infilling lots. The Somerville Zoning By-law 78-45 Amendment is to rezone rezoned the retained lands from RG to RG-X to recognize zoning deficiencies related to lot area and frontage, and to rezone the proposed severed lands from RG to LSR and RG to EP for the 30-metre buffer identified around the existing wetlands.

D06-2025-015 – 89 McKelvey Road, Lot 1, Registered Plan 276, and Part f Lot 14, North of Portage Road, Former Geographic Township of Eldon, City of Kawartha Lakes Application for a Zoning By-law Amendment has been submitted by Design Plan Services Inc. for the subject lands. The subject property is approximately 1,426 m2 and is in a primarily waterfront residential area. The purpose and effect of the application is to rezone the subject lands in the former Town of Eldon Zoning By-law 94-14 to permit the existing two residential dwelling units, allow permanent residential use, and address existing zoning deficiencies within the “Limited Service Residential Zone Exception 1” regarding Gross Floor Area, density, water setback, and lot area.

Comments received by 4:00 p.m. on December 2, 2025 will be provided to Members of the Planning Advisory Committee prior to the meeting.

Any Person May Participate at the Public Meeting and/or make written or verbal representation either in support of or in opposition to the proposed Amendments. At the public meeting presentations that would take longer than five minutes should be presented in written form and summarized verbally. All submissions received prior to or at the Public Meeting will be considered.

If a person or public body does not make oral submissions at the public meeting or make written submissions to the City of Kawartha Lakes before the proposed Amendments are passed, the person or public body is not entitled to appeal the decision of the Council of the City of Kawartha Lakes to the Ontario Land Tribunal, and may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
