City of Kawartha Lakes Planning Advisory Committee Notice of Public Meeting on November 5, 2025

D06-2025-012 – 87 Adelaide Street North and D06-2025-014 – Logie Street  

Take notice that the Planning Advisory Committee of the City of Kawartha Lakes will hold a Public Meeting on November 5, 2025 at 1:00 pm in Council Chambers at City Hall, 26 Francis Street, Lindsay, Ontario to consider the following Zoning By-law Amendment Applications: D06-2025-012; and, D06-2025-014. The applications are considered to be complete in keeping with the prescribed regulations under the Planning Act, and are outlined below.

D06-2025-012 – 87 Adelaide Street North, Plan 1, Block E, Part of Lot 15; Part of Lot 16, Geographic Town of Lindsay, City of Kawartha Lakes Application for a Zoning By-law Amendment has been submitted by TD Consulting Inc. for the subject lands. The subject property is approximately 1,255m2 and is in a primarily residential area. The existing building affected by the proposed amendment is approximately 271 m2 on the ground floor and 351 m2 on the second level. The applicant intends to retain the existing structure and remodel the interior to accommodate a medical office on the upper level and a pharmacy on the ground floor. The purpose and effect of the application is to rezone a portion of the Subject Lands from Mixed Residential Commercial (MRC) Zone to a site specific Mixed Residential Commercial Exception (MRC-XX) Zone to permit a Medical Office use on the property and to reduce the minimum required parking for the operation of a medical office and a pharmacy.

D06-2025-014 – Logie Street, Part of Lot 20, Concession 6, Geographic Township of Ops, Former Town of Lindsay, now City of Kawartha Lakes Application for a Zoning By-law Amendment has been submitted by EcoVue Consulting Services Inc. for the subject lands. The purpose and effect of the application is to rezone the subject lands in the former Town of Lindsay Zoning By-law 2000-75 from the “Residential One Holding Three (R1-H3) Zone” to the “Residential Multiple Two (RM2) Zone” to permit the development of two (2) 4.5-storey mid-rise apartment buildings, two (2) three-storey stacked townhouses and four (4) two-storey townhouses with a total of 126 units. The collective area of the application represents 1.68 ha (16,779 square metres). The subject lands are currently vacant.

This Public Meeting will also be held virtually with electronic public participation. For details regarding participation through the Zoom platform, please contact clerks@kawarthalakes.ca. You may also call in from a cell phone or landline if you do not have video sharing capability. A call-in number and password will be provided by e-mail on request. The public and the media can view the Planning Advisory Committee webcast through the City of Kawartha Lakes livestream at www.youtube.com/c/CityofKawarthaLakes.

Written submissions can be made to the Clerks Division of the City of Kawartha Lakes at 26 Francis Street, P.O. Box 9000, Lindsay, Ontario, K9V 5R8 prior to this meeting or by email to agendaitems@kawarthalakes.ca. Comments received by 4:00 p.m. on November 4, 2025 will be provided to Members of the Planning Advisory Committee prior to the meeting.

Any Person May Participate at the Public Meeting and/or make written or verbal representation either in support of or in opposition to the proposed Amendments. At the public meeting presentations that would take longer than five minutes should be presented in written form and summarized verbally. All submissions received prior to or at the Public Meeting will be considered.

If a person or public body does not make oral submissions at the public meeting or make written submissions to the City of Kawartha Lakes before the proposed Amendments are passed, the person or public body is not entitled to appeal the decision of the Council of the City of Kawartha Lakes to the Ontario Land Tribunal, and may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
