Kawartha Lakes waives fees to support storm water disconnection from sanitary sewer system

Kawartha Lakes – At the June 24, 2025 Regular Council meeting, Council approved an amendment to Building By-law 2024-219 that introduces a new fee exemption for property owners who remove illegal storm water connections from the municipal sanitary sewer system.
The change encourages property owners to disconnect sump pumps, roof leaders and downspouts that are currently discharging into the sanitary system, and instead redirect them to a storm sewer (where available) or discharge overland.
“This concrete step helps the environment. Reducing the amount of storm water entering our sanitary sewer system helps prevent treatment plant overrides and avoids costly upgrades,” said Ward 3 Councillor Mike Perry, who brought the proposal forward. “This change supports residents to take action for the environment, their property, and the community.”
Storm water inflow into the sanitary system can overwhelm wastewater infrastructure, especially during extreme weather, leading to overflows and costly bypass events. By removing these improper connections, property owners can help extend the life of wastewater systems and reduce the need for capital expansion.
The approved by-law amendment waives the building permit fee associated with disconnection projects. The fee exemption applies Citywide and includes both residential and non-residential properties.
The proposal was reviewed in accordance with the Ontario Building Code Act, which requires a Public Meeting prior to approving changes to fees in the Building By-law.
