City of Kawartha Lakes Planning Advisory Committee
Notice of Public Meeting
Take notice that the Planning Advisory Committee of the City of Kawartha Lakes will hold a Public Meeting on May 6, 2026 at 1:00 pm in Council Chambers at City Hall, 26 Francis Street, Lindsay, Ontario to consider the following Official Plan Amendment Applications: D01-2026-003 and D01-2026-004 that propose to bring the Subject Lands into the Lindsay settlement area boundary under the City of Kawartha Lakes Official Plan and apply land use designations under the Lindsay Secondary Plan, in order to facilitate new subdivision developments. The applications are considered to be complete in keeping with the prescribed regulations under the Planning Act. The applications are related to a Minister’s Zoning Order (MZO) (O.Reg. 40/22) issued under Section 47 of the Planning Act, which assigns Community Zone and Hazard Land Zone on the Subject Lands.
D01-2026-003– 296 Angeline Street South, Part of Lot 16 and 17 Concession 5, Township of Ops, City of Kawartha Lakes (and related Draft Plan of Subdivision File No. D05-2024-004) Applications have been submitted by The Biglieri Group Limited on behalf of the owner Melody Garden Inc. for the Subject Lands to develop a residential subdivision consisting of 370 detached residential dwellings and 173 townhouse dwellings on 18.51 hectares. The proposal includes blocks for a municipal park, stormwater management, and sanitary pumping station, and a parcel of land to be conveyed to the City for affordable housing.
D01-2026-004 – Part Lots 17 and 18 Concession 6, Township of Ops, City of Kawartha Lakes (and related Draft Plan of Subdivision File No. D05-2024-006) Applications have been submitted by Bousfields Inc. on behalf of Bromont Lindsay 3 Corp. and Bromont Lindsay 4 Corp. for the Subject Lands to develop a residential subdivision consisting of 768 detached residential dwellings and 267 townhouse units, on 63.1 hectares. The proposal includes blocks for parks and open space, a stormwater management pond, commercial blocks, and a parcel of land to be conveyed to the City for affordable housing.

Written submissions can be made to the Clerks Division of the City of Kawartha Lakes at 26 Francis Street, P.O. Box 9000, Lindsay, Ontario, K9V 5R8 prior to this meeting or by email to agendaitems@kawarthalakes.ca. Comments received by 4:00 p.m. on April 30, 2026, will be provided to Members of the Planning Advisory Committee prior to the meeting.
Any Person May Participate at the Public Meeting and/or make written or verbal representation either in support of or in opposition to the proposed Amendments.
If a person or public body does not make oral submissions at the public meeting or make written submissions to the City of Kawartha Lakes before the proposed Amendments are passed, the person or public body is not entitled to appeal the decision of the Council of the City of Kawartha Lakes to the Ontario Land Tribunal, and may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
