Eligible homeowners, small businesses, farmers, and not-for-profit organizations can apply for provincial financial assistance
Disaster Recovery Assistance available for April 2026 flooding in Kawartha Lakes
Kawartha Lakes – The Province of Ontario has activated the Disaster Recovery Assistance for Ontarians (DRAO) program for eligible areas in Kawartha Lakes affected by flooding from lakes, rivers, and creeks in April 2026.
The program may provide financial assistance to eligible homeowners, small businesses, farmers, and not-for-profit organizations to help with essential recovery costs that are not covered by insurance.
The program is designed to help restore essential property to a basic, safe and livable condition. It is not intended to replace insurance and does not cover all recovery costs.
How to apply
Before applying to the DRAO program, contact your insurance provider to determine what damage is covered. You should also confirm that your property is located within the approved activation area and review the program guidelines.
Examples of what may be eligible include:
- Clean-up costs
- Repairs needed to make a home safe and habitable
- Replacement of essential items such as furnaces and hot water heaters
- Basic repairs to basements and crawl spaces, including insulation and vapour barriers
The program does not cover:
- Damage to cottages or other seasonal or recreational properties
- Most damage caused by sewer backup
- Basement finishes such as drywall, flooring and paint
- Furniture and other non-essential belongings
- Landscaping, pools and most outbuildings
If your insurance coverage does not fully cover your eligible essential recovery costs, you may still qualify for financial assistance through the program.
Applications must be submitted by November 16, 2026.
