Notice of Public Meeting - Council-adopted Archaeological Management Plan

Take Notice that the Planning Advisory Committee, on behalf of the Council of the City of Kawartha Lakes, will hold a Public Meeting on Wednesday, May 6, 2026 at 1:00 p.m. in the Council Chambers, City Hall, 26 Francis Street, Lindsay, Ontario, to consider the proposed Official Plan Amendment.

This Public Meeting will be held virtually with electronic public participation as well as limited seating in accordance with the Municipal Act, 2001 and the Planning Act, 1990.


The general public and the media can view the Planning Advisory Committee webcast through the City of Kawartha Lakes livestream at: www.youtube.com/c/CityofKawarthaLakes.


An Official Plan Amendment is proposed to revise policies in the City of Kawartha Lakes Official Plan to enact direction from the Council-adopted Archaeological Management Plan, to clarify existing policies regarding archaeological resource management, and introduce new policies to enable to City to support the conservation of archeological resources. 
    
The purpose of the proposed Official Plan amendment is to:
-    Strengthen existing and introduce new policies in the City of Kawartha Lakes Official Plan to support the conservation of archaeological resources across the municipality and to implement the recommendations of the Council-adopted Archaeological Management Plan. 

The effect of this application will:
-    Amend policies related to archaeological resource management in the City of Kawartha Lakes Official Plan to align with the 2024 Provincial Planning Statement, the Ontario Heritage Act, and other relevant legislation and policy;
-    Align the policies of the Official Plan with the Council-adopted Archaeological Management Plan to ensure consistency across City archaeological resources management; and
-    Introduce new policies related to community improvement plans, the use of the holding symbol, site plan control, and parkland dedication to support consistent archaeological resource management across the City.

The land affected by the proposed Official Plan Amendment is all lands within the City of Kawartha Lakes.

How to Participate in the Public Hearings
Seating is limited. Though registration is not required to participate in person, you may contact the Recording Secretary to attend the meeting at City Hall by email at clerks@kawarthalakes.ca . Alternatively, there are several other ways in which the general public can provide submissions to the Members of the Planning Advisory Committee for the May 6, 2026 meeting, as follows:


• Submit comments in writing: Submit comments in writing to the City of Kawartha Lakes, Clerk’s Office, 26 Francis Street, P.O. Box 9000, Lindsay, Ontario, K9V 5R8, prior to this meeting or by email to agendaitems@kawarthalakes.ca. Comments received by 4:00 p.m. on Tuesday May 5, 2026 will be provided to Members of the Planning Advisory Committee prior to the meeting.
• Speak at the Planning Advisory Committee Meeting: If you are seeking to speak at the Planning Advisory Committee meeting, please email Clerk’s Office at clerks@kawarthalakes.ca.  Please include:
• your name (first and last);
• email address in order to send you additional participation information and links;
• which item on the agenda you wish to address; and,
• any visual materials such as pictures or a PowerPoint presentation; and
• whether you would prefer to attend the meeting in person, or via Zoom.


Notwithstanding the deadlines noted above, members of the public are requested to register as soon as possible in order to facilitate an orderly registration process and meeting.
Members of the public are encouraged to email written comments to agendaitems@kawarthalakes.ca prior to the date above even if they choose to register to speak at the meeting in order for the Planning Advisory Committee Members to have their comments in the event they are not successful connecting to the meeting via Zoom, or unable to attend in person. 


Optional: Electronic Participation for Persons Wishing to Make Representations
If you requested to speak via Zoom (using the email above), you will be provided the Zoom meeting links, and educational resources for those who may be new to using Zoom during the week of the meeting. 
Please note that you may also call in from a cell or landline if you do not have video sharing capability. A call-in number and password will be provided in the email invitation. The Committee does prefer video participation, where possible, for ease of communication. 


The following information is provided for your consideration and guidance during electronic participation in the meeting:
• Please join the electronic meeting 15-20 minutes early. When you join the meeting, either by phone or online, you will be admitted at a suitable time, and greeted upon joining the call. You will be able to hear the meeting and see the active speaker (if you have video capability), but your microphone will be muted until it is your turn to speak.
• As screen-sharing will not be enabled for participants during this meeting, those persons who wish to provide a visual presentation (PowerPoint or other) must email it to clerks@kawarthalakes.ca. The Clerk who is moderating the meeting will share your presentation from their screen as you speak. Therefore, in order to allow sufficient time for set-up and testing in advance of the meeting start time, those who wish to provide visual presentations are required to register to speak and provide those materials to the Clerk’s Office prior to 4:00 p.m. on Tuesday May 5, 2026.
