Affordable Housing

Affordable housing units are set at or below the average market rent for the area. These units are not connected to the community housing waiting list where units are rent-geared-to-income. 

Housing providers will interview applicants, conduct credit checks, ask for landlord reference checks, etcetera and select the households to move into their affordable housing rental units.  

The City of Kawartha Lakes is only responsible to manage the affordable housing waiting list. The City is not the landlord. 

We provide affordable housing in the City of Kawartha Lakes and Haliburton County for individuals who meet income and other requirements. Please see, Am I eligible for Affordable Housing? below.

Please note, applications must be updated annually in order to remain eligible. We need to ensure that we have up-to-date information for your application. Please contact Housing Services if there are any changes to your Affordable Housing Application.

Only completed applications will be placed on the Affordable Housing Waiting List.

Applications must include:

  1. Completed affordable housing waiting list application.
  2. Canada Revenue Agency (CRA) notice of assessment (NOA) for the year previous for all members of the household 18 years of age or older. If applying on or after May 1st, the NOA from the previous year is required. For example, a household applies in June 2026 to the affordable housing waiting list, NOA’s for the year 2025 would be required.
  3. Birth certificate from Canada, permanent resident status in Canada documentation or evidence that your refugee claim has been approved.

Personal information on your application form is collected, pursuant to the Housing Services Act, 2011, c.6 (HSA) and the Municipal Act, 2001, S.O. 2001, c25 (MA) and will be used to determine suitability and eligibility for housing.

Frequently Asked Questions

Am I eligible for an Affordable Housing unit?

Applicants must be Canadian citizens or have (or applied for) Permanent Resident Status in Canada, or be a Refugee Claimant.

At least one member of the household must be 16 years or older.

No one listed on the application can owe any housing provider arrears of rent or damages. Satisfactory arrangements for repayment must be made prior to be being placed on the affordable housing waiting list.

No one listed on the application has been convicted (within the last two years) of a crime under the Criminal Code in regard to receipt of rental assistance. 

Applicants must be able to live independently or demonstrate that support services will be provided.

Household members 18 years of age and older, with total income between the 40th and up to the 60th income percentile (according to the Provincial Policy Statement – Housing Table) are eligible to apply to the Affordable Housing Waiting List.

Current eligible income range is presently $44,500 to $66,500. 

No one listed on the application can own residential property.

How long will I wait?

Wait times will vary depending on availability. You will be contacted annually to update your information. It is very important to keep your file updated. 

How much will I pay in rent?

Affordable rents are currently $1,236 for one-bedroom units and $1,468 for two-bedroom units. Please note that these rental rates are subject to change and are not guaranteed. 

Do you have units for persons with physical disabilities?

There may be some units available that are modified to accommodate someone in the household with a physical disability.

What happens after I apply?

You will receive notification from Housing Services within 30 days after receipt of your affordable housing waiting list application. You will be asked to provide financial information and proof of citizenship prior to an offer of housing.

How do I make changes to my application?

Your application must be updated annually. You can make changes to your application by emailing Housing Services or by calling 705-324-9870 extension 3143 or 1-877-324-9870.

How will you contact me?

Applicants will be contacted annually by mailing address / email and offers of housing are made over the phone. It is your responsibility to notify us immediately if your phone number or address changes. If a housing provider is not able to contact you to make an offer, they will move on to the next applicant.
