In Kawartha Lakes, we understand the unique challenges faced by those without a permanent home. We are dedicated to respecting the dignity and human rights of every individual experiencing homelessness in our community.

Encampment Response

The term encampment refers to emergency accommodations established by individuals who are unhoused, usually on public property or privately owned land. It is often our most vulnerable community members who are living and existing in encampments - some visible, some hidden, but all in crisis and in need of our compassion and support.

The municipality appreciates that encampments are not a solution to homelessness. Encampments are growing across the nation; shelters and social services have been pushed beyond capacity in light of complex social and economic crisis that have affected the cost of living including housing and rental costs.

Extreme Cold Weather Response

A Place Called Home (APCH) provides emergency shelter services for the City of Kawartha Lakes and the County of Haliburton.

People experiencing homelessness can contact APCH day or night at 705-328-0905 or toll free at 1-866-520-2689.

During the winter when temperatures are below -10oC, APCH temporarily increases shelter capacity to support those experiencing unsheltered homelessness.

Homelessness Coordinated Access System

The Homelessness Coordinated Access System of Kawartha Lakes and the County of Haliburton is made up of a network of agencies who are working together to help people experiencing homelessness to find and keep permanent, affordable housing. People who are homeless are prioritized to supports and services based on their level of need. The City of Kawartha Lakes and County of Haliburton has committed to reaching functional zero and ending chronic homelessness by 2020.

The community has created a Coordinated Access Guide which outlines the framework for our homelessness response in the community.

The Homelessness Coordinated Response Team (HCRT) of Kawartha Lakes and the County of Haliburton is made up of agencies who work together to help people experiencing homelessness find and keep permanent, affordable housing.
