The Canada-Wide Early Learning and Child Care (CWELCC) agreement envisions a child care system for Ontario that provides high quality, affordable, flexible, and inclusive early learning and child care for families throughout Ontario. This plan includes the implementation of an average of $10 daily fees for licensed child care for children ages 0 to 5 years, and the creation of new child care spaces by 2026.
As of November 1, 2022, licensed child care agencies in our community listed below have enrolled in the CWELCC system. Participating providers are also required to update their parent handbooks with information of CWELCC participation and reduced rates.

For Providers
As of January 1, 2023 CWELCC participation shifted from open enrollment to a targeted growth plan to create new child care spaces in communities with vulnerable populations. As the system manager, City of Kawartha Lakes has developed a five-year expansion plan that aligns with the Provincial directives and space targets while meeting the needs of communities across City of Kawartha Lakes and the County of Haliburton. The Ministry of Education has provided space targets for the CWELCC-funded spaces. Kawartha Lakes has been allocated 443 spaces in community and school-based sites between 2022 and 2026.
Providers interested in participating in the CWELCC system must demonstrate that their program aligns with the Kawartha Lakes Children’s Services expansion plan by servicing identified priority communities and populations. Any licensed child care operator, for-profit and not-for-profit, enrolled in the CWELCC system are eligible to apply for start-up grant funding.
