Construction Notice

Issued: February 14, 2025

The City of Kawartha Lakes will be continuing the reconstruction project on Ellice Street in Fenelon Falls from Clifton Street to Wychwood Crescent.

The scope of this project is to install new underground infrastructure (storm sewer, sanitary sewer and watermain), new sidewalks, curbs, and a new roadway.

The contractor for the project is Green Infrastructure Partners Inc. (GIP)

The work is expected to begin again in April 2025 and is anticipated to be completed with base asphalt by Fall 2025, with the final road surface scheduled in the following spring/summer. Working hours are expected to be 7am to 6pm Monday through Friday, with occasional Saturday work if production is lost due to inclement weather or other factors.

Please use caution when driving or walking through the construction site and be aware that heavy construction equipment will be operating on-site. To make sure you are visible to equipment operators, try to get in the habit of making eye contact with the operators as you are walking or driving near them.

Fenelon Falls Bridge Rehabilitation and Replacement

The City of Kawartha Lakes is moving forward with interim rehabilitation work on the Lindsay Street Bridge in Fenelon Falls. Construction is scheduled to begin on November 3, 2025, and is expected to be completed by December 15, 2025.

Why This Work Is Needed
Recent inspections identified non-structural issues that require attention to ensure the bridge remains safe and functional until a full replacement is completed in the future.

Scope of Work
• Removal of asphalt, waterproofing, and repaving at expansion joints
• Replacement of deteriorated concrete in the southwest quadrant
• Minor sidewalk and curb repairs
• Concrete patching on barrier walls, posts, and sidewalks
• Asphalt removal and repaving on bridge approaches

Traffic and Access Impacts
• The bridge will be reduced to one lane during construction
• Automatic traffic signals will manage vehicle flow
• Pedestrian access will be maintained throughout
• Driveway and entrance access will remain open
• The bridge will be fully open for two-way traffic during the Santa Day Parade

Looking Ahead: Full Bridge Replacement
The Lindsay Street Bridge has been identified for full replacement in the municipality’s long-term capital project forecast within the 10-year horizon. The detailed design phase for the bridge replacement is currently underway. The project is complex and involves coordination across multiple agencies. Further updates will be shared as they become available.

The City of Kawartha Lakes will be undertaking a rehabilitation project on the Lindsay Street Bridge in Fenelon Falls to improve the bridge and ensure long-term safety and functionality. This work will be carried out by Clearwater Structures Inc. under the supervision of D.M. Wills Associates Limited.

Municipal Class Environmental Assessment Study, 

Phases 3 & 4 Notice of Study Commencement

Background
A single 2-lane bridge along Lindsay Street (Kawartha Lakes Road 121) provides the only river crossing in the community of Fenelon Falls. This bridge represents a critical link in the local transportation system and is experiencing increasing congestion as growth occurs in the surrounding area. To explore potential solutions to this problem, the City of Kawartha Lakes completed Phases 1 and 2 of the Municipal Class Environmental Assessment (MCEA) process in 2021, as documented in the Fenelon Falls Second Crossing Study. This study identified that additional crossing capacity was required in/around Fenelon Falls and found that a new bridge crossing the Burnt River on Somerville Concession Road 3 (3rd Concession) was the preferred alternative to provide this capacity. This study identified that further investigations should be completed prior to advancing to implementation of the second crossing on 3rd Concession. As such, the City is proceeding with Phases 3 and 4 of the MCEA process to further explore the preferred alternative and obtain the additional information necessary to make a fully informed decision prior to proceeding to implementation.

Study Process
The City is proceeding with Phases 3 and 4 of a Schedule C Municipal Class Environmental Assessment (EA) to consider the impacts associated with the proposed crossing. The Class EA process will address the following:
▪ Existing and future traffic operations and conditions along 3rd Concession and within Fenelon Falls, including operations at key intersections;
▪ alternative designs implementing the improvements and addressing the identified future needs;
▪ the location, extent and sensitivity of the existing environments within the area;
▪ the potential impacts of each alternative design to the noted environments and possible mitigating measures;
▪ public and agency consultation and participation; and
▪ an assessment and evaluation of the alternative designs culminating in a preferred design.

Purpose of Notice
The purpose of this notice is to invite public/agency input and comment early in the study such that they can be incorporated into the planning and overall study design. Comments should be directed to the City and/or Consultant as noted below. A further opportunity for public input and comment will be provided at a Public Information Centre (open house) to be held in the upcoming months, during which time the various alternative designs and assessment of each will be presented. Further details with respect to the Public Information Centre will be provided closer to the date.

McAlpine Park Playground

The City of Kawartha Lakes, Parks and Recreation division will be completing a capital project for playground improvements at McAlpine Park. This project is expected to be complete by August 2026.

Why This Work is Needed:

The current playground is at the end of its lifecycle. Replacement and improvements are required to provide safe, challenging and current play care amenities for residents.

Scope of Work:

Replacement and improvements are to include the following amenities:

  • two playground areas
  • three slides
  • various climbers
  • interactive areas
  • bridge
  • spinner
  • two spring riders
Access Impacts:

The playground will be securely fenced and off limits to patrons for the duration of construction. Upon completion and final compliance inspection, the playground will be accessible for visitors to enjoy.
