Boards and committees provide advice and recommendations to Council. Most committees include members of the public and members of Council. Volunteering on a board or committee is a great way to:

meet new people and share your ideas and talents
provide input into the strategic direction-setting and decision-making of the municipality
support local government and address issues
make a difference in your community

Specific citizen positions for various committees will appear from time to time below to provide Kawartha Lakes residents opportunities to volunteer their time, in various activities associated with local government.

Citizen Appointments

The citizen positions listed below provide City of Kawartha Lakes residents with an opportunity to volunteer their time in various activities associated with local government for the next term of Council, being 2026-2030.

Applicant eligibility:

A resident of the City (own, rent, live in shared accommodation where you do not pay rent or live in the municipality with no fixed address); or
An owner of property in the City or a person who rents property in the City, or the spouse of the above; and
at least eighteen years of age; and
a Canadian citizen or a permanent resident of Canada.

Members of the public interested in serving on a Board or Committee for the next term of Council (2026-2030) are asked to submit a "Citizen Appointment Application Form" along with supporting material by email to clerks@kawarthalakes.ca. Applications must be received no later than 4:30pm on Friday, October 30, 2026.

City of Kawartha Lakes Accessibility Advisory Committee The Kawartha Lakes Accessibility Advisory Committee is established to provide advice and recommendations to Council on opening doors to accessibility by promoting a barrier-free City of Kawartha Lakes.	10 members of the public
City of Kawartha Lakes Environmental Advisory Committee The Environmental Advisory Committee for the City of Kawartha Lakes (CKLEAC) is established to support and advise Council in implementing the environmental goals and policies of the City of Kawartha Lakes. There is also an opportunity to volunteer with either the Pollinator Action Team or the City of Kawartha Lakes Bird Friendly Team, which are operated through the Environmental Advisory Committee	9 members of the public plus volunteers for the Pollinator Action Team and for the City of Kawartha Lakes Bird Friendly Team
Lindsay Ops Landfill Public Review Committee The Lindsay Ops Landfill Public Review Committee is established to provide advice and recommendations to Council on dissemination, consultation, review and exchange of information regarding the operation of the Lindsay-Ops Landfill Site, including environmental monitoring, maintenance, complaint resolution and new approvals or amendments to existing approvals related to the operation of the landfill site.	7 members of the public
Lindsay Legacy CHEST Fund Grant Committee The Lindsay Legacy C.H.E.S.T. Fund Grant Committee is established to provide advice and recommendations to Council on financial assistance through the Lindsay Legacy C.H.E.S.T. Fund to non-profit, community-based organizations and single organizations that provide programs, projects, services, or activities that enhance the quality of life for Lindsay residents in the areas of health, arts, culture, heritage, education and the environment.	5 members of the public
Bobcaygeon Legacy CHEST Grant Fund Committee The Bobcaygeon Legacy C.H.E.S.T. Fund Grant Committee is established to provide advice and recommendations to Council concerning financial assistance through the Bobcaygeon Legacy C.H.E.S.T. Fund to non-profit, community-based organizations and single organizations that provide programs, projects, services, or activities that enhance the quality of life for Bobcaygeon residents in the areas of health, arts, culture, heritage, education and the environment.	7 members of the public
City of Kawartha Lakes Parks Advisory Committee The mandate of the Kawartha Lakes Parks Advisory Committee is to advise on significant park developments across the municipality, as well as trail system development. This includes the development of park policy, and promoting and maintaining communication with the public on park property needs and projects.	4 members of the public
Kawartha Lakes Public Library Board The Kawartha Lakes Public Library Board is established to provide library services for the residents and property owners in the City of Kawartha Lakes. The Mission of the Kawartha Lakes Public Library is to provide all residents with impartial access to a wide range of information resources, programs, equipment, and services in order to encourage literacy and lifelong learning and to support educational, cultural, and recreational activities.	8 members of the public
City of Kawartha Lakes Audit Committee The Audit Committee is established to provide advice and recommendations to Council and Staff on fulfilling its due diligence, fiduciary, financial reporting and audit responsibilities and to approve, monitor, evaluate and provide advice on matters affecting the external audit, internal audit, risk management and the financial reporting and accounting control policies and practices of the City of Kawartha Lakes.	1 member of the public
City of Kawartha Lakes Agricultural Development Advisory Committee The Agricultural Development Advisory Committee (ADAC) is established to provide advice and recommendations to Council and Economic Development on matters affecting the agriculture and food sector and in areas by which the Committee's involvement can benefit the overall agricultural prosperity of the City.	11 members of the public
City of Kawartha Lakes Committee of Adjustment The Committee of Adjustment has been established under section 44(1) of the Planning Act, R.S.O. 1990 c.P.13 and is responsible for the granting of minor variances and provisional consents.	6 members of the public
City of Kawartha Lakes Municipal Heritage Committee The Kawartha Lakes Municipal Heritage Committee is established to provide advice and recommendations to Council on community heritage matters. In particular, the Municipal Heritage Committee will evaluate and recommend candidate sites of cultural heritage value or interest according to the criteria identified in Part IV of the Ontario Heritage Act (conservation of properties of cultural heritage value or interest), on the identification of potential Heritage Conservation Districts under Part V of the Ontario Heritage Act, and will also recommend sites as properties of potential heritage value or interest.	11 members of the public
City of Kawartha Lakes Planning Advisory Committee The Planning Advisory Committee is established as per the requirements of Section 8(1) of the Planning Act that requires all single-tier municipalities to appoint a Planning Advisory Committee. The objective of the Planning Advisory Committee is to provide recommendations to Council on all Planning applications and policies including holding Statutory Public Meetings.	4 members of the public
City of Kawartha Lakes Airport Advisory Committee The Kawartha Lakes Airport Advisory Committee is established to provide advice and recommendations to the Airport Manager and Council on the operation and strategic development of the Kawartha Lakes Municipal Airport.	4 members of the public
City of Kawartha Lakes Drainage Board The Kawartha Lakes Drainage Board is established to provide advice and recommendations to Staff and Council regarding improvements to policies, management directives, or processes for establishing and maintaining municipal drains and providing outlets to tile drains relative to the Drainage Act and other legislative mechanisms with a goal of reducing time and costs to the landowner and the municipality while supporting an effective municipal drain system and following the Drainage Act.	6 members of the public
City of Kawartha Lakes O.P.P. Detachment Board The Kawartha Lakes O.P.P. Detachment Board will represent Council's direct governance Board in relation to all Policing Services issues as related to the City of Kawartha Lakes Detachment of the O.P.P., and its service delivery to those designated areas of the City of Kawartha Lakes.	1 member of the public
City of Kawartha Lakes Police Services Board The Kawartha Lakes Police Services Board fulfills the duties as outlined within Section 37 of the Community Safety and Policing Act, 2019, S.O. 2019, c.1, Sched. 1, including ensuring that adequate and effective policing is provided within their designated areas of the City of Kawartha Lakes.	1 member of the public
City of Kawartha Lakes Active Transportation Advisory Committee The Kawartha Lakes Active Transportation Advisory Committee is established to support and advise Council and City staff in implementing active transportation goals, policies, and standards of the City of Kawartha Lakes	6 members of the public
City of Kawartha Lakes Waste Management Advisory Committee The Waste Management Advisory Committee is established to ensure the development and implementation of the ongoing Integrated Waste Management Strategy and subsequent revisions for the City of Kawartha Lakes and to provide recommendations to Council specific to the Strategy.	3 members of the public
Fenelon Falls Powerlinks Committee The Fenelon Falls Powerlinks Committee is established to provide advice and recommendations to Council on financial assistance for capital projects that lead to the physical improvement, enhancement, beautification, sustainable tourism and for the benefit of Village of Fenelon Falls residents.	7 members of the public

Qualifications

Members of the public interested in serving on Boards and Committees are asked to submit a Citizen Appointment Application Form.

Applicant eligibility:

A resident of the City (own, rent, live in shared accommodation where you do not pay rent or live in the municipality with no fixed address); or
An owner of property in the City or a person who rents property in the City, or the spouse of the above; and
at least eighteen years of age; and
a Canadian citizen or a permanent resident of Canada.

Certain committees may have other qualification requirements established by resolution or by City policy. See individual committee applications for details.

The following persons are ineligible for appointment to the City's Committees as a Citizen Appointee:

current members of the Council (with the exceptions of statutory requirements and ex officio positions)
current trustees of the Trillium Lakelands District School Board or the Peterborough, Victoria, Northumberland, Clarington Catholic District School Board who have direct association/affiliation with the service/facility in question
current City employees who have direct association/affiliation with the service/facility in question
any person who may have an actual or perceived (in the opinion of the Interview Team) conflict of interest with the purposes of the Committee in question due to his or her employment or otherwise
any person who is in litigation or potential litigation with the municipality

Term

Terms are established within the Terms of Reference for each board or committee and may vary from one to four years.

Many committee positions last for the term of Council (4 years: 2022-2026 or 2026-2030).

Remuneration

With the exception of the Municipal Election Compliance Audit Committee, Committee of Council appointments are on a volunteer basis. No per diems are paid.

Application Process

Applications are only accepted when a vacancy on a board or committee has been advertised.

Each autumn an advertisement will appear in the local newspaper regarding upcoming positions available to residents to sit on various boards or committees.

All residents are welcome to apply by submitting a Citizen Appointment Application Form. Applicants are responsible to ensure that the Municipal City Clerk's Office has received your application.

Selection Process

Once application submissions have closed, application forms are reviewed, short-listed and interviews take place.

A report is submitted to Council by staff on behalf of the interview team with recommended appointments. This report is dealt with in closed session as it contains personal information.

Council appoints the members in open session and all applicants are advised of the decision.
