About MLEO
The Municipal Law Enforcement Division is responsible for the investigation and enforcement of the City’s By-Laws. The Officers are appointed by Council under the authority of the Municipal Act and the Police Services Act.
Vision: to provide the City of Kawartha Lakes with professional law enforcement services that promote the corporation’s core values, community safety, and well being of the community.
Mission: to provide municipal law enforcement services in a manner that is effective, efficient, and accountable. We accomplish this by employing highly trained staff, equipped with modern technology. Our team is guided by the philosophies of outstanding costumer service, integrating the concepts of community, education, and collaborative problem solving.
What do we do?
The Municipal Law Enforcement & Licensing (MLEO) office uses a public accessible Bylaw reporting system, including telephone inquiries, internet form reporting, and email.
There are approximately 3000 reactionary occurrences reported each year, equating to about 8 per day, averaging more than one every hour!
In 2025, the MLEO office dedicated nearly 25,000 hours to helping ensure bylaw compliance and promoting community safety through animal control, care, and registration. Officers traveled approximately 120,000 km last year on patrol and responding to bylaw occurrences.
The MLEO office partners with the Kawartha Lakes Humane Society to manage stray and lost animals. In 2025, staff handled approximately 150 lost dog cases, working to reunite dogs with their owners or place them in new homes.
Municipal Law Enforcement Officers
The Municipal Law Enforcement Officer team consists of highly trained and competent individuals. They attempt to deliver a professional quality of customer service to residents of the City of Kawartha Lakes.
An MLEO officer is equipped with state-of-the-art technology and equipment to provide safe and professional law enforcement services, such as remote control drones, 2-way radios, body armour, expandable batons, oleoresin capsicum spray, cell phones and individual body cameras.
