Comprehensive Zoning By-law Review

Since amalgamation in 2001, the City of Kawartha Lakes has been challenged with administering 18 zoning by-laws. The combination of outdated standards and regulations between areas has prompted the decision to create one new comprehensive zoning by-law for the municipality.

The first phase is to consolidate the 14 rural township zoning by-laws. The consolidated Rural Zoning By-law (RZBL) was adopted by Council on May 21, 2024 – however it was subject to appeals, some of which remain unresolved.

This means the Rural Zoning By-law is not in force. Existing township by-laws still apply, which may be found here.

The remaining 4 urban zoning by-laws are planned to be consolidated at a future date.

Growth Management Strategy

The City of Kawartha Lakes continues to attract new residents, businesses, and investment. To help plan for future growth, the City completed a new Growth Management Strategy (GMS) in 2025. The GMS forecasts the City’s grow to approximately 130,000 residents and 40,600 jobs by 2051.

The City's new GMS will plan for population growth, housing and employment needs, and coordinate with infrastructure investments to the year 2051. The new GMS establishes a foundation for the forthcoming update of the City’s Official Plan.

The 2025 GMS was presented to the Committee of the Whole on February 4, 2025, then approved by Council on February 18, 2025.
