Official Plan and Secondary Plans
The Official Plan and Secondary Plans guide the use of land in Kawartha Lakes.
The City of Kawartha Lakes Official Plan:
- tells us where new housing, industry, offices and shops will go
- identifies land that needs protection from development
- helps us plan for services like roads, watermains, sewers, parks and schools that will be needed in the future
- describes when and in what order parts of your community will grow
A Secondary Plan forms part of an Official Plan that provides policies for land uses within a larger area of the City to ensure new development is responding to the community need. The City of Kawartha Lakes currently has four Secondary Plans for the four urban areas Bobcaygeon, Fenelon Falls, Lindsay, and Omemee.
The City of Kawartha Lakes Official Plan was approved with modifications by the Ministry of Municipal Affairs and Housing on January 11, 2012. The Official Plan was then subject to a number of appeals, the last of which were resolved in October 2024. There are no longer any appeals to the Official Plan.
