What is a short term rental?
Short-term rental accommodations (STRs) are generally private residential dwellings that are rented to provide sleeping accommodations to a paying guest for a limited period of time (generally less than 28 days).
What is the maximum occupancy permitted for an approved STR?
Maximum occupancy is solely on the capabilities of the septic system based on the number of bedrooms with 2 persons per bedroom as per the Ontario Building Code and Provincial Fire Regulations.
Why are bedrooms limited to 2 occupants?
The Ontario Building Code regulates 2 persons per bedroom; therefore the by-law is consistent with the Ontario Building Code for the purposes of design and operation of septic system.
Do children count towards the total occupancy?
Yes, all persons contribute to water consumption and or disposal affecting the septic. As described above, the septic system is designed on two persons per bedroom. When the toilet flushes, the same amount of water exits the building into the septic system.
Is there a maximum number of STRs permitted in Kawartha Lakes?
The number of STR registrations in the Municipality is not restricted.
Why do I need to provide a responsible person for my STR?
Having a responsible person provides for the registered STR owner to address any concerns directly with guests prior to involvement with the Municipality
What are the most common issues related to STR?
Most concerns are related to noise emanating beyond property lines, fires outside of permitted burn times, parking issues on private roads and dogs at large. If you are experiencing any of these issues please report on our STR Complaints
I want to let my guests have campfires. What are my responsibilities?
Owners need to obtain a burn permit, which is good for the season, if any fires are to occur on the property – even during permitted burn times.

How will the program be enforced?
Municipal By-law Enforcement will be responsible for enforcement, using an education-first approach consistent with the Municipal By-law Enforcement program, but Notices of Violation will be issued and administrated when required. Where there is a chronic offender a Part III offence may be pursued under the Provincial Offences Act.
