Boards and committees provide advice and recommendations to Council. Most committees include members of the public, and members of Council.
Some advisory committees are provincially legislated, while others are created by Council to address a specific topic or facility. Advisory committees or task forces may be created on a temporary basis with a specific end date.
Each advisory committee must follow their Terms of Reference approved by Council. All committees must provide a report to Council that outlines their work plan and results at least once per year. They must also post all meeting agendas and minutes online.
Accessibility Advisory Committee |
The Kawartha Lakes Accessibility Advisory Committee (KLAAC) is a provincially mandated committee of Council. Each member appointed by Council to provide advice on accessibility for people with disabilities and the accessibility standards enacted under the Accessibility for Ontarians with Disabilities Act, 2005. Active Transportation Master Plan |
The Active Transportation Master Plan Task Force is a resource to the Project Team and a review body that provides advice and recommendations to Council and Staff on active transportation needs and infrastructure within the municipality. The Task Force will also review and provide comment on project deliverables throughout the duration of the ATMP development. The Task Force acknowledges that the ATMP will establish a strategy for safe, equitable and comfortable alternative methods of transportation for residents, tourists and visitors of the municipality.

Airport Advisory Committee |
The Kawartha Lakes Airport Advisory Committee is a volunteer committee appointed by City Council to provide advice and recommendations to the Airport Manager and Council on the operation and strategic development of the Kawartha Lakes Municipal Airport. Bobcaygeon Legacy CHEST Fund Grant Committee |
The Bobcaygeon Legacy CHEST Fund Grant Committee's mission is to make recommendations concerning financial assistance through the Bobcaygeon Legacy C.H.E.S.T. Fund to non-profit, community based organizations and individuals that provide programs, projects, services, or activities that enhance the quality of life for Bobcaygeon residents in the areas of health, arts, culture, heritage, education and the environment. Committee of Adjustment |
The Committee of Adjustment is a Planning Committee that approves or denies Minor Variance applications to the Zoning By-laws. The committee does this by applying four tests to determine if the variance is minor and should be approved. The committee also makes decisions on land severances. Community Policing Advisory Committee |
The Community Policing Advisory Committee will (in accordance with the Police Services Act of Ontario) advise the Detachment Commander of the City of Kawartha Lakes Detachment of the Ontario Provincial Police in relation to the establishment of goals, objectives and priorities in the delivery of police services to those designated areas of Kawartha Lakes (all areas of Kawartha Lakes except the former Township of Ops and Town of Lindsay). |
Cultural Centre Feasibility Task Force |
The Cultural Centre Feasibility Task Force will provide advice and recommendations to Council in determining the feasibility of advancing the vision and concept for a Cultural Centre for Kawartha Lakes. Drainage Board |
The Drainage Board reviews all petitions for Municipal Drainage filed with the City Clerk and makes recommendations to Council as to whether the petition should proceed or not and, if it is recommended to proceed, further recommend the engineer or engineering firm to be appointed from the pre-approved list of qualified engineers. The Board holds the Drainage Consideration Meeting and the Court of Revision. The term of this Board is the same as the term of Council. Growth Management Strategy Task Force |
The Growth Management Strategy (GMS) Task Force is a resource to the Project Team and a review body that provides advice and recommendations to Council and Staff on population growth, housing and employment needs in coordination with infrastructure investments to the year 2051. The Task Force acknowledges that the GMS establishes the foundation for the forthcoming update of the City’s Official Plan, also referred to as the municipal comprehensive review (MCR). |
Heritage Committee (Heritage Victoria) |
The Kawartha Lakes Municipal Heritage Committee (previously called Heritage Victoria) is a volunteer committee appointed by Council to assist and advise Council on community heritage matters. They evaluate and recommend candidate sites of cultural heritage value or interest according to the criteria identified in Part IV of the Ontario Heritage Act (conservation of properties of cultural heritage value or interest) and on the identification of potential Heritage Conservation Districts under Part V of the Ontario Heritage Act. The committee serves the citizens of Kawartha Lakes by helping to ensure that plans for change and progress are developed in a way that recognizes the historical continuity of their community. Cemetery Board |
The Kawartha Lakes Cemetery Board provides advice and input on City of Kawartha Lakes cemetery services and supports related local community initiatives such as annual Decoration Days for City-owned cemeteries. They promote the sale of cemetery lots, and give guidance on the provision of cemetery maintenance (includes foundations, setting of markers, staking, grass cutting, and general upkeep). Library Board |
The Kawartha Lakes Public Library Board functions as a Local Board of the City and is appointed by City Council to operate, under the Public Libraries Act, a Public Library system for the municipality. |
Lindsay Downtown Business Improvement Area |
The Lindsay Downtown BIA functions as a Local Board of the City of Kawartha Lakes and represents nearly 150 businesses in the downtown region of Lindsay. The Board of Directors consists of a group of Business and Property Owners, City Councillors, City of Kawartha Lakes Staff Liaisons, who all have the common goal of making Lindsay Downtown a thriving and vibrant place to live, work, and play. Municipal Election Compliance Audit Committee |
The City of Kawartha Lakes Compliance Municipal Election Audit Committee has full delegation of the authority under the Municipal Elections Act, 1996, to address applications requesting an audit of a candidate's election campaign finances. This authority includes, but is not limited to the review of applications and to grant or reject audit requests, appoint an auditor, review the audit report, and decide whether legal proceedings shall be commenced. Police Services Board |
The Kawartha Lakes Police Services Boards fulfills a major civilian oversight role as per the Police Services Act. With special permission under the Act, the City of Kawartha Lakes has a five member board, whose responsibilities include the appointment of Police Officers, the establishment of objectives and priorities for the police service, the establishment of policies for effective management of the police service, and the hiring and evaluation of the police chief and deputy chiefs.
