Please be advised that the only landfills currently open to the public are the following:
Lindsay: Monday, Tuesday, Thursday and Friday (8am to 5pm) Saturday (8am to 3pm) 
Fenelon: Monday, Wednesday, Saturday (9am to 5pm)
Eldon: Wednesday (9am to 5pm) Saturday and Sunday (11am to 5pm)
Laxton: Thursday (11am to 5pm) Sunday (11am to 5pm)
Cash will not be accepted until further notice, and there will be a limit to the number of vehicles allowed on site.
Illegal dumping is a crime. Please use our report it page if you have any questions.

Please follow these steps when you arrive at any City landfill site:

  • Immediately report to the scale house where an attendant will be happy to help you;
  • Follow attendant instructions;
  • Follow all signs and directions;
  • If you don't know where a certain material goes, ask a landfill attendant for help;
  • After you drop off your material, return to the scale house to get your receipt.

There is zero tolerance for:

  • Illegal dumping
  • Abuse - verbal or physical
  • Scavenging
  • Non-payment

Please wear:

  • Proper foot wear (certified safety foot wear is best)
  • Pants and a shirt (bulky clothing may become hooked on items)
  • Gloves

For your safety:

  • Children and pets must remain in the vehicle;
  • Always be aware of your surroundings;
  • Always watch where you are and how close to the curb you get;
  • Always be aware of where the landfill equipment is at all times. Never get close to the machines;
  • Do not stand on tailgates.

Untarped loads

Residents and commercial haulers must properly tarp all loads brought to City landfill sites. Untarped loads are illegal and a significant source of roadside litter.

There will be incremental increases to fees over the next three years.

In order for loose waste to be considered a standard load it must not contain more than 10% recyclables. If loose waste contains more than 10% recyclables and/or opaque garbage bags, a mixed load rate will apply.

Testing and approvals are required before you deliver contaminated soils to the landfill. Please call 705-324-9411 extension 2360 for more details.

Landfill locations and hours of operation

All landfills are closed on New Year's Day, Good Friday, Christmas Day, Boxing Day and Canada Day. Landfill sites scheduled to operate on Christmas Eve and New Year's Eve will only be open from 9am to 1pm. Winter hours are from October 16 to April 30, summer hours are from May 1 to October 15. All landfill hours are subject to change.

There are five landfill sites located in Kawartha Lakes:

Laxton Digby Longford

Address: 3225 Monck Road

(Approximately 2 km west of Norland)

(Travel west from Kirkfield on CKL Rd 48.Turn left onto Rockview Road. The landfill is approximately 3 km south on the right hand side)

(From Lindsay travel north on CKL Rd 36, turn left onto Wilson Road. The landfill is 0.5 km on the left hand side.)

Load inspections

All residents and commercial users of City landfill sites must separate recyclable items from waste. Any waste loads that contain more than 10% recyclable materials will be subject to additional fees as part of the Collection and Management of Waste and Recyclables By-Law 2016-144.

Recyclable items that should be separate include:

  • blue box recyclables (plastic, glass, aluminum cans, etc.)
  • green box recyclables (paper, cardboard, boxboard, etc.)
  • household hazardous waste (oil, paint, cleaners, etc.)
  • electronic items (computers, stereos, power tools, etc.)
  • tires (with or without rims)
  • scrap metal items (including appliances that do not contain Freon)
  • leaf and yard waste

Household Hazardous Waste

You should never put household hazardous waste into your garbage or recycling. For the safety and health of our community, wildlife and environment it must be disposed of at household hazardous waste depots. There is no charge for this service (residents only).

When you drop off household hazardous waste materials, they must be:

  • clearly labelled
  • in original packaging
  • tightly contained with no visible leaks
  • less than 15L each (liquids)

If you bring fuel to the landfill, be prepared to leave your container behind. Fuel is never permitted to be dumped out of its container at the landfill.

We are unable to accept the following materials:

  • unknown substances
  • leaking or open containers
  • fireworks, flares, ammunition or explosives
  • industrial or commercial hazardous waste

Boats and boat wrap


We accept boats at City landfill sites at a rate of $120 per tonne. When you bring a boat to the landfill you must make sure the fuel tank is empty. If you can't provide physical evidence that the boat has no fuel in it the boat will not be accepted at the landfill site.

You can prove the boat is empty of fuel in one of three ways:

  • Drill a hole in the bottom of the fuel tank before going to the landfill;
  • Remove the fuel tank from the boat;
  • Ask the landfill attendant to dip the tank with a stick.

Emptying boats of fuel before arriving at the landfill protects the personal safety of landfill attendants and prevents environmental contamination.

Boat wrap

May 1, 2020 until October 15th we will be accepting clean boat wrap at the Fenelon, Laxton and Lindsay Ops landfill sites for recycling.  Please fold or roll into bundles and tie before  placing in the identified bins for recycling.  Regular tipping fees apply for recycling of boat wrap at these sites.

Marinas, with larger quantities of boat wrap, please contact the City 705-324-9411 ext 1135 prior to delivery.

Agricultural waste

Bale wrap is accepted at all landfills in the City and is considered waste. Regular tipping fees of $120 tonne apply. You must roll and tie bale wrap before you bring it to the landfill.

Re-Use Centre

A Re-Use Centre is located at the Fenelon landfill site to help reduce waste and extend the life of City landfills. We accept donations of used items. The Re-Use Centre is for residential use only.

We accept donations of:

  • furniture (couches, chairs, tables, desks)
  • dishes, utensils, pots and pans
  • books, records, VCR tapes, CDs and DVDs
  • novelty items or 'antique-type' items (door knobs, milk cans, pumps)
  • memorabilia, paraphernalia and collectibles
  • doors, windows and glass

We are unable to accept donations of electrical appliances at the Re-Use Centre. You can dispose of electrical appliances as electronic recycling at City landfill sites.

All City landfill sites accept electronics for recycling at no charge. Examples of the types of electronics we accept include:

We are unable to accept:
