Waste is required to be in clear bags for curbside collection and at landfill sites. Recycling must be placed in bins or carts for collection. Bagged recycling is not accepted.

Changes Coming to Industrial, Commercial & Institutional (IC&I) Recycling

IC&I properties are not included in the new provincial regulation. The municipality is concerned about the impact this will have on small businesses and non-profits. We’ve shared these concerns and the cost concerns with the Province through a letter. Without the ability to combine it with residential collection, it would be very expensive for the municipality to offer the service on its own.

The Province (MECP) sent a letter to the Provincial Responsibility Organizations (PROs) (example: Circular Materials and other producers of products) to request that they prepare an offer of service that would continue small IC&I collection at municipal cost to Municipalities. Unfortunately, on September 19, 2025, the PROs indicated that they would not be able to fulfill this direction. They had identified operational, infrastructure, and financial challenges to providing small IC&I collection that would make it impractical and unaffordable for most municipalities and potentially disruptive for the residential collection run by PROs.

The City received a letter from the Minister of the Environment, Conservation and Parks on October 1, 2025 confirming that there will not be an option for municipalities to co-collect recycling with the residential material to continue small IC&I collection.  Since collecting recycling from IC&I properties is not required by law and there is no other options to co-collect, the only options for the IC&I properties is to obtain private collection or to bring material to the landfill depot for disposal.

Collection times

Waste and recycling must be at the curb by 6am for collection in the downtown cores of Lindsay, Bobcaygeon and Fenelon Falls.

Collection limits

For commercial businesses there is a weekly limit of four clear garbage bags (40 lbs or 18 kg per bag). All extra bags must have $5 bag tags. There is a weekly recycling limit of four cubic yards or four roll-out carts (65 and 95 gallon).

Tires

If you generate tires from Industrial and Commercial sources on a regular basis, please contact The Resource Productivity and Recovery Authority to find out how to receive free tire pick-up from your place of business.

Clear bag guidelines

  • 4 clear bags per week, maximum weight 40 lb/18 kg, maximum size 26" x 32" (65 cm x 82 cm)
  • Curbside by 6 am in Lindsay, Bobcaygeon and Fenelon Falls, other areas by 7 am
  • Clear bags must contain less than 10% recyclables
  • Hazardous waste materials will not be collected curbside
  • All extra bags must be tagged with a purchased bag tag
